In 1899, Waterloo's town council approved By-law 99, authorizing The Waterloo Water Works Company to provide the town with water. A pumping station was built at this location on William Street East; three artesian wells that could yield a flow of 750,000 gallons daily were sunk. The building is a single-storey in buff brick laid in common bond. It features large, steel-framed windows that help to illuminate the inside of the building. The pumping station was designated under the Ontario Heritage Act on January 22, 1990.
