This house, built for Justus Hoffman in 1905, is built of rusticated concrete block, the only such house in this part of the city (although several examples exist in the former south ward). Rusticated concrete block was a rather short-lived building trend; no-one was fooled into thinking it was stone. From 1919 to 1973 this was the residence of Albert F. Pagel, who became Waterloo's first full-time fire department chief in 1940.
